UGANDA STUDENTS' ASSOCIATION CONSITITUTION

PREAMBLE

We the Uganda students in Egypt. Seeing the constitutional instability in our Association and recognizing the weakness in our old constitution which was made in 1963, committed to establishing a durable constitution based on principles of peace and Unity, equality reconciliation, democracy, social justice and progress.

Exercising on rights to determine the form of constitution suitable for our members and having firstly participated in the constitution making processes.

Noting that the constitution amendment committee was elected on 8 / 2 / 1995 in a general meeting to represent us and discuss the amendments.

We do herby approve this constitution of Uganda students Association in Egypt, this day 28 / 1 / 1996 A.D

ARTICLES OF ASSOCIATION

ARTICLE 1

NAME

The name of the association shall be Uganda Students Association in Egypt (U.S.A in Egypt).

The Association shall be independent, non government, non tribal, non religious, non political and none profit making.

The Association shall be the representative body to link students with embassies and other bodies on students representation and consultation

ARTICLE II

AIMS AND OBJECTIVES

To unite Uganda students in the Arab Republic of Egypt and other countries accredited to Uganda Embassy in Cairo.

To maintain and promote cordial relation ship between students and the relevant institutions.

To work as a link and forum to avail students with channels of communication and expression on various matters of education to the government of Egypt and Uganda.

To foster mobilization of students in matters pertaining to their welfare and national development.

To promote Uganda's image and interest in the international arena.

To promote unity with other international organizations of students.

To preserve and promote international human rights.

To create a spirit of discipline and sense of awareness in international matters.

To marl celebrations on important occasions like Uganda independence, Graduation, Seminars, Trips, and games.

To gather and disseminate useful information for adoption of appropriate education.

To do all such other lawful things as are incidental or conducive to achievement of the above objectives or any of them.

ARTICLE III

MEMBERSHIP

Membership is open to all students on full time study in Egyptian Institutions, Schools or Universities.

Membership shall be effective upon :-

(a): Registration as a student for fulltime study in Egypt.

(b): Filling association registration forms

(c): Payment of entry fee and monthly fee which are non refundable and determined by general meeting.

(d): Registration in Uganda Embassy, Cairo.

(e): Having a membership card.

3. A member shall cease to be upon:-

(a): Failure to cover up his monthly subscription for four months after the

Stipulated date of payment without a sound reason.

(b): Missing in the three consecutive general meetings with no sounding reason.

4. Members shall also have rights of freedom of expression, have to respect the executives, fellow members and the Association it self. Good conduct is a duty for members to promote students at home.

5. There shall be a register of members showing names, and address at home and in Egypt.

ARTICLE IV

ASSOCIATE MEMBERSHIP.

Associate membership is open to all Ugandans staying in and outside Egypt.

Associate members may actively participate in students activities when requested by the executive.

Membership shall also be open to those who subscribe to the promotion of the association's objective and promotion of education.

ARTICLE V

FINANCE.

Monthly subscription: This may be paid monthly or annually at once as stipulated in advance.

Members may be called upon to make contributions at short notice whenever circumstances arise.

Membership fee paid on registration,

Fundraising performances.

Donation and grantees from privet organization, government, international organizations, intergovernmental agencies and individuals.

Banking of the funds shall be done collectively by the secretary general, Chairman and the treasure. They shall all be signatories.

The funds shall be used to serve the best interest of the association and members. Any miss appropriation of funds shall be dealt with the disciplinary committee and the Uganda embassy in Cairo.

 

ARTICLE VI

MEETINGS

The association shall hold four genera meetings in each calendar year. These will be held at 9:00 a.m. On the first Friday at every third month after the previous general meeting. In event of failure the period should not exceed six months.

Extraordinary general meetings shall be called whenever need arises.

The association shall hold an annual general meeting in February every year.

The association shall convene any of the above meetings on such other day and time as the executive committee any determine but notify members a week before.

Two thirds of the members of the general meeting shall form a quorum at a general meeting.

An abnormal general meeting may be convened on the initiative and request of at least 2/3 of the members if the executive fail to do so a one week notice is required and the decisions taken on such meetings shall be binding.

All meetings shall be opened and closed with the Uganda National Anthem and a prayer.

At least fourteen days notice shall be given to members of the annual general meeting, in case if an extraordinary meeting seven days with notice.

English will be used in meetings as a mode of communication but other Ugandan languages may also be used.

The agenda of general meetings shall be as follows:-

a) NATIONAL ANTHEM

b) OPENING PRAYER

c) PRESENTATION AND APPROVAL OF THE LAST GENERAL MEETING.

d) CHAIRMANS REPORT

e) MATTER ARISING

f) TREASURERS REPORT

g) OTHER SECRETARIES RESULTS

h) NEXT PROGRAM

i) ANY OTHER BUSSINESS (AOB)

j) NATIONAL ANTHEM

k) CLOSING PRAYER

Any question arising at any meeting shall be determined by majority votes.

The chairman shall preside over all meetings of general and executive. In his absence the vice chairman shall, in absence of both, a member elected by members shall preside.

 

 

ARTICLE VII

EXECUTIVE COMMITTEE

The association shall have an executive committee of nine, whose membership shall be elected at annual general meeting of the association. It shall be the supreme authority.

The committee above shall consist of

1. CHAIRMAN

2. VICE CHAIRMAN

3. SECRETARY GENERAL

4. SECRETARY FOR FINANCE

5. PUBLICITY SECRETARY

6. ADVISOR

7. SECRETARY FOR SPORTS

8. SECRETARY FOR SOCIAL AND CULTURAL AFFAIRS

9. SECRETARY FOR EDUCATION

The members in 2 above must be qualified members of the association before election.

A member of the executive will loose his post on failure to attend two consecutive meetings of the executive without a sound reason.

Any member of the executive found engaged in malpractices and his conduct shall be relieved of his duties.

The executives committees shall be held once in every month unless in case of urgency requiring extraordinary meeting.

The quorum for the executive meeting is six members.

The chairman shall hold office for one year and shall be eligible for re-election for another term. But shall not hold office for more than two consecutive terms.

The other members of executive committee may be re elected for more than two consecutive terms of office.

A member of the executive shall have more than 13 months in advance for his studies in A.R.E.

Executive committee members should be:-

(a) Morally up right, good conduct and of high integrity.

(b) A member of the association for at least one year

(c) Credit worthy

(d) Social

The Chairman an his deputy must know English language, but the secretary general should know both English and Arabic.

The advisor may have administrative skills and the treasurer have no problem with anybody on financial matters.

The secretary for social affairs need knowledge on different cultural activities especially on Uganda and Egypt and must be social.

There shall be four sub committees headed by respective secretaries and answerable to the executive committee. The sub-committees shall be; sub discipline. The disciplinary committee shall be headed by the advisor.

ARTICLE VII

DUTIES OF EXECUTIVES

CHAIRMAN

The chairman shall be the leader of the association and such as shall:-

Preside at all meetings of executive and general meetings.

Represent and act on behalf of the association.

Co-ordinate activities of all other members of executive.

Be co-signatory to all transactions of the association and shall sign minutes of all the meetings.

Take emergency decisions in extra – ordinary circumstances and report and to the committee within one week.

Have power to call any meeting and assign duty to any member of the association if it does not interfere with other offices.

Do all other acts as are necessary for efficient and effective running of the association.

VICE CHAIRMAN

The vice chairman shall run the affairs of the association in the absence or incapacity of the chairman.

THE SECRETARY GENERAL

The secretary general shall be responsible for efficient administration of the association and shall:-

Arrange meetings of executive and general meetings on instruction of the executive or after consultations with the chairman.

Keep a full and up to date recorded of the association affairs.

Carry out all correspondences on behalf of the association.

Keep records of general and executive meetings. He shall also present a report at every general meeting

Do any other duty assigned to him by the chairman.

Keep up to date register of members, establish and maintain contact with members.

ADVISOR.

shall be the legal advisor

shall seek opinion from members and report and advise the association accordingly

Shall be the most senior member and student of the association.

Shall seek advice from higher authorities if it is necessary.

Shall chair displinary committee

Shall ensure that all members are displined.

Shall warn an displined members.

Cases of grave indiscipline shall be reported to the executive and action taken

The advisor shall put up a displinary committee.

 

SECRETARY FOR FINANCE

The treasure shall be the principle finance office of the association and as shall:-

Correct subscription and membership fees from all members. He shall also correct or cause to be collected any other monies entitled to the association

shall prepare or cause to be prepared an operating budget for the association to be approved by the executive .

Open a bank account on instructions of the executive and ensure that all spending and withdraws are accouter signed by the chairman and the secretary general.

Be the principle signatory of the association bank account keep proper books of accounts subject to inspection by the auditor appointed by the general meeting.

Shall spend according to instruction of the executive committee and present a financial record at every general meeting.

SECREATRY FOR PUBLICTY

shall publicize work and activities of the association

Look for, collect and distribute information to members of association

If any information is to be distributed it should be useful serve interests of students here and at home and must be approved by the chairman.

SECRETARY FOR SPORTS.

Shall make and arrange sports activities.

Shall be responsible for purchase safety and maintenance of all sports equipments.

Shall appoint a sports committee to help running sports affairs.

Shall handle all sports matters.

SECTREATRY FOR SOCIAL AND CULTURAL AFFAIRS.

Shall handle social and cultural affairs.

Organize trips.

Shall be chief organizer in fundraising

Shall appoint a cultural committee.

Shall be responsible for cultural equipments.

Shall be in charge of public relations like visitors.

Shall strive promote Uganda's social and cultural image in Egypt.

SECTRETARY FOR EDUCATION.

Shall be in charge of education

Shall appoint education committee and be its chairman

Shall organize seminars

ARTICLE IX

ELECTIONS

elections shall be held at annual general meetings. How ever, min elections can be held at any other meeting on request of the chairman if there are vacant posts due instability.

Voting shall be by secret ballot.

There shall be no voting by proxy.

Corporate members shall have no right to vote.

Only members who has fully paid there subscription and membership fees shall have right to vote at annual general meetings for executives.

In case of a tie in votes, to candidates with highest votes will contest and voting shall be repeated for them. The one with the highest vote will be declared the winner

The election shall be monitored by an observer and a supervisor. The observer shall be a non member of the association appointed by the Uganda embassy in Cairo. The supervisor shall be a member of the association but not a candidate in the associations.

The supervisor shall announce the results immediately after the elections. The supervisor and the observer shall count the votes in the absent of a witness appointed by the candidate. The supervisor and observer shall make a report on the embassy concerning the results. The report shall be signed by the supervisor, observer and witness.

Handing over by the old to the new executives shall be immediately within two weeks from the election date. The new executive shall start forth with.

Members far from headquarters shall have to elect their representatives under the executive of the headquarters.

Every member of the executive shall take oath of elegancy administered by the patron during the handover ceremony .

The oath shall read as follows:-

I…………..swear in the name of the almighty God that I shall faithfully exercise the function entrusted to me as………. Of Uganda students; association in Egypt and I shall uphold, protect, defend, preserve this constitution, so help me God.

ARTICLE X

RESIGNATION

in resignation of the executive should be put in writing to the patron through the secretary general. The publicity shall publicize the resignation within two weeks after the date of the resignation.

The post resigned shall be filled at the earlier general meeting.

The secretary shall not resign before the association book of the accounts are auditored .

ARTICLE XI

VOTE OF NO CONFIDANCE

A motion of no confidante is deemed to have been passed if supported and signed by at least 2/3 majority of the member of the association who are entitled to vote. In case desolation of entire executive, the secretary general and advisor shall call for am emergency general meeting to elect new executive.

ARTICLE XIIU

PATRON

The patron of Uganda students association in Egypt shall be his Excellency , the ambassador of republic of Uganda in Arab republic of Egypt

I like to play soccer and to draw. I like to taste test the cookies when my mom or my grandma makes them.

Some of My Favorite People
My grandma and grandpa are some of my favorite people. Grandma always has a cupboard full of twinkies and raisen-filled cookies. She also lets me pick my favorite cereal when we go to the grocery store. Grandpa takes us for rides on his four-wheeler when we go to his house in the summer.
